I would caution you to actually check on the legality of welding a can to a shorter barrel to attain the 16" bbl length, rather than take my word for it. But if you just want to give me money and worry about that shit later, that's cool too.
It doesn't have to be a weld, it can be a 1100 degree silver solder instead, I believe.
