There are no federal restrictions on an individual making a firearm for personal use, as long as it does not violate the GCA or National Firearms Act (NFA).

Yep, I looked it up as well, I just hadn't responded yet.

So its legal to manufacture a gun yourself and not involve the ATF. And it is legal for it to not have any identifying marks as well.
